The Mozambique modelling scoping meeting took place on 29th March 2017 in Maputo Mozambique. The objective of the meeting, designed as a Focus Group Discussion (FGD), was to clarify entry points for project intervention to ensure alignment with Mozambique climate objectives & socio-economic priorities as stipulated in their Nationally Determined Contributions (NDCs) and National Development blue prints respectively.
Stakeholders reiterated the need for LEDS actions to complement country socio-economic development indicated by among measures GDP expansion. It was also noted that Mozambique NDCs are similarly aligned and aim for synergy between adaptation & mitigation. To actualize the above, stakeholders noted that Mozambique economy is sustained by agriculture as the most inclusive sector capable of catalytic socioeconomic transformation. Energy was also highlighted as the other leading government priority sector. Accordingly, to ensure the project complements country development priorities, Mozambique stakeholders prioritized Agriculture & Energy and their amalgamation to maximize both socioeconomic impact & carbon offset. Hence, the modelling will complement developments in these sectors by providing the analytical framework to forecast carbon offset vis-a-vis jobs creation and economic expansion actualized by alternate investment decisions in each of these sectors as well as an amalgamation of the two so as to inform optimal policy decisions in implementing Mozambique's NDCs for LEDS and socio-economic development.
It was further agreed that capacity building actions need to be demand driven and build on progress already established by Mozambique. This will build on modelling tools already in use in Mozambique. For example, STATA used in agriculture and LEAPS, GAGMO, OSeMOSYS used in energy etc. It will also build on institutional capacity already established in the country. Specifically, the Climate Change Adaptation Group which is a task force that coordinates actions and strategy approved by the council of ministers.
